News Summary
Shreveport is planning to relocate its police department and consolidate municipal operations into a new facility on West 70th Street. The initiative aims to improve infrastructure and operational efficiency amidst resident concerns over funding sources. The new complex will feature various amenities, and construction is set to begin in late 2025, with the full project expected to be completed by 2028.
Shreveport is set to embark on a significant transformation of its governmental operations with the relocation of its police department and plans for a new public facility. The Shreveport Police Department will be moving from its current headquarters at 1234 Texas Street to a yet-to-be-constructed facility at 6900 West 70th Street, a property previously owned by BJ Energy Services, which the city purchased for $9.5 million over three years ago.
The funding for this acquisition came from Water and Sewer bond funds, leading to some controversy. Residents expressed concerns that using these funds for police headquarters detracted from critical sewer improvement projects within the city. Nevertheless, the new complex aims to consolidate several municipal operations, including Water and Sewer, Streets and Drainage, and Public Works, to enhance efficiency and provide better service to the community.
The planned facility will boast various amenities designed to support the city’s ongoing infrastructure needs. Features will include a dirt and sand pit for distributing sandbags during flooding, extensive concrete parking areas, a dedicated truck repair zone, fueling stations, wash bays, laboratories for water testing, and training rooms to develop city staff capabilities.
Currently, Shreveport operates from three aging facilities for Public Works, Streets and Drainage, and Water and Sewer—each located on Kings Highway, Mansfield Road, and Greenwood Road, respectively. These facilities are in poor condition, prompting the urgent need for the new complex. The first division to relocate will be Water and Sewer, pending completion of renovations at the new site, as indicated by Shreveport’s Chief Administrative Officer, Tom Dark. Furthermore, a $5 million allocation is included in the city’s 2024 bond issue for constructing additional facilities to complete the consolidation.
In preparation for the police department’s move, five potential temporary locations have been identified for Shreveport Police employees. The Patrol Division will be the first to relocate, with half of its personnel moving to a former CVS, while the balance will be distributed across two additional locations. Additionally, the Investigations Division is set to move to a building located at 2301 Kings Highway, while the Support and Administration teams will transition to 1120 South Pointe Parkway. Lease negotiations for these temporary sites are currently underway, with anticipated lease lengths for the Patrol Division expected to round out between 12 to 15 months, and approximately three years for the other divisions.
Design plans for the new police headquarters are already in progress, with construction projected to begin in late 2025 and anticipated completion in 2028. As concerns grow regarding the condition of the existing headquarters, a phased relocation approach has been deemed necessary. Approximately 120 administrative staff from the police department are expected to move by the end of May, with initial relocations potentially commencing before the year’s conclusion, particularly for the Patrol and Investigations divisions.
Dialogue surrounding leasing arrangements for the patrol division remains active, with ongoing negotiations for a temporary home on Kingston Road. The current police headquarters on Texas Avenue is slated for demolition following the completion of the new facility. The full reconstruction is estimated to take approximately two years, with completion expected by fall 2027.
Through these strategic moves, Shreveport City officials aim to better the working conditions for police personnel, consolidate city services, and provide residents with improved public safety in the years to come.
