Shreveport – Construction is set to resume on the Northwest Louisiana State Office Building in downtown Shreveport after a hiatus of several months. Broadmoor LLC has been appointed as the Construction Manager at Risk for the project, with Eric Cantrell overseeing the structure’s blueprints. The new phase of construction will begin in July 2025, focusing primarily on the interior of the office building and the adjoining multi-level parking garage.
Broadmoor is actively inviting trades and subcontractors to submit bids for various components of the project, which include essential trade categories such as concrete work, millwork, roofing, fireproofing, flooring, painting, elevators, and landscaping. Bids for the project must be submitted by May 28, 2025. In addition, the state anticipates receiving a Guaranteed Maximum Price from Broadmoor by June 6, 2025, which will dictate the project’s budget constraints moving forward.
The original budget for the project has already experienced an increase of approximately $4.2 million. This adjustment is due to enhanced plans and modifications influenced by market conditions. Financial support for the Northwest Louisiana State Office Building includes $75 million in lease revenue bonds along with $30.5 million in cash allocated from the Office of Facility Corporation.
Expected to cover an area of 150,000 square feet, the office building will also feature a multi-level parking garage. State officials have highlighted the potential economic advantages that the new facility will bring to downtown Shreveport, estimating that it could create hundreds of jobs on a daily basis. A spokesperson indicated that this project reflects a significant investment in the local economy.
Broadmoor has a proven track record in managing large-scale construction projects, having previously worked on extensive renovations for Caesar’s Superdome and multiple initiatives for Tulane University. Currently, the engaged subcontractors include Hamm Mechanical for plumbing and HVAC systems, All Star Electric for electrical installation, and Gage Precast for precast concrete work.
Discussions surrounding the project have included inquiries about the inclusion of Disadvantaged Business Enterprises (DBE). Leon Wheeler, the City of Shreveport Fair Share Coordinator, raised this topic, prompting Broadmoor to express intentions of promoting local participation within their contractor bids.
Officials from the Office of Facility Planning and Control have stated that if they are unable to reach an agreement on the Guaranteed Maximum Price with Broadmoor, the project may be opened to public bidding, which could necessitate changes to its scope and scale. The timeline for completion of the new building is currently estimated for late spring or summer 2027.
The Northwest Louisiana State Office Building project is being strategically “value engineered” to adhere to financial limitations while ensuring that the necessary functional requirements are met. As the project advances towards its resumption, a strong emphasis remains on fostering local engagement within the subcontractor roles and ensuring that the economic benefits are maximally realized for the Shreveport community.
