When completed, the facility will have the capacity to produce 550,000 metric tons of blue and bio-methanol annually, making it a significant addition to the region’s industrial capabilities.

The innovative facility is designed to contribute substantially to environmental sustainability by reducing carbon emissions by over 92% compared to traditional methanol production processes. This will be achieved through advanced techniques that include capturing carbon dioxide (CO2) and utilizing hydrogen as both fuel and feedstock. Bia Energy has recently completed the essential Front-End Engineering Design (FEED) study and has secured critical permits, such as the Department of Environmental Quality Title V air permit, paving the way for construction to commence.

To ensure the market viability of the produced low carbon methanol, Bia Energy has entered into a 20-year Commercialization and Marketing Services Agreement with Macquarie Commodities Trading. This partnership will aid in effectively marketing the methanol, supporting the company’s initiatives to position U.S.-produced low carbon methanol competitively on the global stage, particularly against leading producers such as China.

Additionally, Bia Energy will work closely with CapturePoint LLC to capture and transport the captured CO2 to a designated class VI well site in central Louisiana. The facility will feature state-of-the-art infrastructures, including docks, tank farms, and piping systems, which will enhance operational efficiency and product handling.

In terms of job creation, the construction of the new facility is set to generate approximately 350 construction jobs at peak periods and will create 75 direct new jobs once the operations are underway. Overall, the project is anticipated to result in the creation of roughly 465 new jobs throughout Louisiana’s northwest region, including an estimated 390 indirect jobs, according to projections from Louisiana Economic Development (LED).

The project is described as shovel-ready, meaning it is in place for immediate initiation, pending final capital acquisition and construction startup, which is expected to begin between late 2024 and early 2025. Following construction, commercial operations for the facility are anticipated to begin in late 2026.

Notably, the facility will utilize the J. Bennett Johnston/Red River Waterway for the export of its finished products, aligning with the increasing global demand for low carbon methanol. This trend is closely tied to initiatives such as the European Union’s “FuelEU maritime,” which aims to assist maritime vessels in transitioning to more sustainable fuel options.

The project is also expected to draw potential financial support from the “45V” hydrogen tax credits under the Inflation Reduction Act, alongside various programs from the Department of Energy targeted at advancing clean energy initiatives. To finance the project, Bia Energy is estimating a funding structure comprising $650 million from state-issued bonds and additional capital from private equity partners, reinforcing its commitment to sustainable industrial development.

As the world increasingly shifts towards greener technologies and fuels, Bia Energy’s plans for the Port of Caddo-Bossier are poised to play a critical role in advancing Louisiana’s industrial landscape while contributing to the fight against climate change.
