Kelvin Terrell Lewis, 38, from Arlington, Texas, and Larry Dewayne Lewis, 44, from Shreveport, face serious federal charges following the deadly incident that resulted in the death of 67-year-old Billy Jamison.

Both suspects are charged with two counts of robbery and one count of conspiracy related to their alleged use, carrying, brandishing, and discharging of firearms during a violent crime. If convicted, they could face a prison sentence ranging from 10 years to life imprisonment and a federal fine of up to $250,000. The charges stem from a tragic event that occurred on January 22, 2023, when Jamison was shot while delivering pharmaceuticals at the Walgreens located at the corner of Line Avenue and Kings Highway. A 911 call reporting the shooting was received at 10:18 a.m., prompting immediate action from the Shreveport Police Department (SPD). Unfortunately, Jamison was rushed to Ochsner LSU Health but later succumbed to his injuries.

In the aftermath of the shooting, a manhunt was launched, which extended to neighboring Bossier City. Authorities arrested Kelvin Lewis a day later in Arlington on suspicion of another armed robbery that occurred on January 10 at a title loan business. He is also facing additional charges related to the use of firearms during violent crimes.

Initial investigations had seen SPD interview Larry Lewis shortly after the Walgreens shooting, but he was not taken into custody at that time. However, he was indicted on February 5 for possession of a firearm by a felon and currently remains at large, considered armed and dangerous by law enforcement authorities.

The federal indictment links both brothers to a robbery that happened on December 23, 2022, where they are accused of stealing approximately $500 from the owner of Pull-Up Liquor as he was leaving his business.

Shreveport Police Chief Wayne Smith confirmed that Jamison was not only a father of four, but also a primary caretaker for his elderly father and a former pastor in the local community, underscoring the heavy loss experienced by his family and friends.

Walgreens has expressed condolences to the family of Jamison and affirmed their cooperation with SPD in the ongoing investigation. Caddo-Shreveport Crime Stoppers is currently offering a $5,000 reward for any information leading to an arrest in the homicide case.
